Member of the House of Representatives in Tobruk, Issam al-Jahani, believes that foreign forces and mercenaries will not leave Libya in the near term for various reasons.
Al-Jahani explains to Al-Jazeera Net that “the first and second Berlin conferences are to rotate the negotiations of countries and their allies in the region, in order to divide the Libyan cake only without agreeing to set clear main principles for a solution.”
Al-Jahani considers the elections at the end of this year a trap on a fragile ground that is not governed by rules, “despite their importance, especially in light of the parties putting their fingers on the trigger and the continuing tension.” He believes that those who complicate the Libyan crisis are external forces and local pressure forces, noting that “the first and second outputs of Berlin are not sufficient and inconclusive.”
Ignore solutions
For his part, member of the House of Representatives, Qassem Dabers, considers that the participants in the Berlin conference “ignoring the real radical solutions, and calling things by their names, by setting general clauses without details.”
Dabars continues, “The world is watching those who ignore the orders of legitimacy, rebel against all authorities, move with Wagner and Janjaweed mercenaries from one place to another, mobilize and hold war maneuvers, and everyone knows that Haftar is the problem, but they ignore that.”
Debers asks – in his statement to Al Jazeera Net – why the military establishment has not yet been unified, and the reasons for the international community’s ignoring of the first obstacle to the project of unifying all military forces under one chief of staff, and restructuring the army.
Debers believes that the international community is not serious about removing Chadian, Sudanese, Wagner and Emirati mercenaries from Libya, noting that the Turkish forces in Libya are for training and rehabilitation of Libyan army personnel, and they are present in Libya according to a security agreement with clear tasks, registered and documented in the United Nations, and it is thus Completely different from Haftar’s mercenaries and his supporters.

A member of the Constitution Committee, Salem Kachlaf, expresses his disappointment at the level of the constitutional process reached by the outcomes of “Berlin 2”, by excluding the option of a referendum on the draft constitution to move to the permanent stage.
Kachlaf says, “I am surprised by the strong support of countries for holding presidential and legislative elections in a turbulent scene, returning the secretariat to its people, and excluding the constitutional merit achieved by an elected body, which is the best and shortest option.”
Kashlaf says – in his statement to Al Jazeera Net – that these countries seek to preserve their interests before the stability of the situation in Libya and before the adoption of a permanent constitution for Libya.
He explains that the outputs of “Berlin 2” were repeated without clarifying the actual procedures on the ground, especially with regard to the unification of the military institution and the extension of the national unity government’s control over the country.
One output, no results
In turn, member of the Supreme Council of State, Adel Karmous, believes that the outcomes of the “Berlin 2” conference are the same, and the desired results are almost non-existent.
He added that “the international community declares support for the national unity government, but support is limited and recognition of the obstruction is excluded in all international statements, which confirms that the international community is not serious about resolving the Libyan crisis, and only contributes to the existence of a legitimate government and then abandons it.”
Karmus confirms – to Al Jazeera Net – that the mercenary file is resolved if the international community is frank when talking every time about mercenaries in Libya with the aim of removing them, but he does not mention “Who are the mercenaries?
